Who We Serve

The Highlands Chapter of the American Red Cross has served Bladen, Cumberland, Harnett, Hoke, and Sampson counties for over 90 years.  It is a member agency of the Cumberland, Harnett, and Hoke County United Way organization.

Highlands Chapter History

The Highlands Chapter was established on April 17, 1917.  A committee, led by Mrs. C.C. McAllister, wanted to get involved in the Red Cross effort to support the military as they became entangles in World War I.  An organization meeting was held in the Market House in downtown Fayetteville to establish a Red Cross Auxiliary.  A few months later, the committee reorganized as the Fayetteville Chapter.  Only a few months later, another reorganization created the Cumberland County Chapter.

Highlights of the chapter's history include operating  one of only a few Red Cross Preventoriums that was home to several dozen children who had been exposed to or had contracted tuberculosis. 

American Red Cross History

Although the American Red Cross is not a government agency, its authority to provide disaster relief was formalized when, in 1905, the Red Cross was chartered by Congress to "carry on a system of national and international relief in time of peace and apply the same in mitigating the sufferings caused by pestilence, famine, fire, floods, and other great national calamities, and to devise and carry on measures for preventing the same."

The Charter is not only a grant of power, but also an imposition of duties and obligations to the nation, to disaster victims, and to the people who generously support its work with their donations.
